Şankaya, resmi rakamlara göre, Türkiye'nin yıllık ihracatının ilk 6 ay itibariyle yüzde 15,51′lik düşüş gösterdiğini, tekstil, hazır giyim ve konfeksiyon sektörleri genelinde de yüzde 25,8 oranında daralma olduğunu belirterek, bu duruma paralel olarak sektördeki istihdam kaybının da yüzde 30'ları bulduğuna dikkat çekti.
Şankaya ayrıca hazır giyim birlik başkanı olduğu Uludağ İhracatçı Birlikleri kayıtlarına göre de, Ocak-Haziran döneminde Türkiye'nin en önemli tekstil ve konfeksiyon merkezlerinden olan Bursa'da, yılın ilk yarısında yapılan ihracatın, tekstilde yüzde 27,2, hazır giyim ve konfeksiyonda ise yüzde 32,5 oranında düştüğünü belirtti.
“Teşvik paketi yetersiz”
Şankaya son açıklanan teşvik paketiyle ilgili şunları söyledi: “Geçtiğimiz günlerde açıklanan teşvik paketinin özellikle yeni yatırımları, yeni kredi ve istihdam olanaklarını estekliyor. Küresel ekonomik koşullar göz önüne alındığında, bu teşviklerden faydalanabilecek hazır giyim firma sayısının çok fazla olmayacağını düşünüyorum. Pakette 1 ve 2. bölgelerde yer alan tekstil ve hazırgiyim firmaları için ise teşvik yer almıyor. Açıklanan teşvik paketinden hükümetimizin hazır giyim sektörünü doğu bölgesine kaydırmak istediği anlaşılıyor. Hazır giyimde sadece 3 ve 4. bölgelerdeki firmalara teşvik verildiğini görüyoruz. Bursa gibi tekstil ve hazır giyim sektörünün yoğun olduğu 1 ve 2. bölgelerdeki büyük yatırımların verilen teşviklerle bu bölgelere taşınma olasılığı yok denecek kadar az. Özellikle zamanla yarışılan ve rekabet şartlarını kaybetmemek için büyük bir çaba gösterilen bir dönemde bu taşınmanın olması mümkün değil. "
Kriz döneminde bir çok köklü tekstil ve hazır giyim firmasının eleman çıkarmak zorunda kaldığına dikkat çeken Şankaya işsizliğin önüne geçmek istiyorsak üretim şartlarını tekrar rekabet edebilir şartlara getirmeliyiz dedi. Tekstil ve hazır giyim sektöründeki 1 ve 2. bölgedeki firmaların canlandırılması halinde istihdam sorununun çözüleceğini söyleyen Şankaya bu sektörlerin hala Türkiye için çok önemli olduğunu söyledi. Krizin etkilerini azaltmak üzere bu bölgelerdeki firmaların maliyetlerinin düşürülebilmesi için en azından bir yıl boyunca sigorta primlerinin ve muhtasarlarının ertelenmesinin bu bölgelerdeki firmalar için son derece önemli olduğunu ifade etti.
Bursa'daki tekstil ve hazırgiyim firmalarının birçoğunun uzun yıllar boyunca oluşturulan bir sistem ve insan kaynağı ile bugünkü rekabet gücüne sahip olduğunu dikkat çeken Şankaya sistemin sadece makineler ve binalardan oluşmadığını, bu sistemi kusursuz bir şekilde işleterek üretimi gerçekleştirecek kalifiye insan gücü ve yetişmiş insan kaynağına da ihtiyaçları olduğunu söyledi. Bu yüzden 3 ve 4. bölgelerde 5 yıl boyunca verilecek teşviklerin de en az 10 yıl için verilmesinin daha anlamlı olacağını ifade eden Şankaya, teşvik süresi uzamalı dedi. Doğuya taşınan bir firmanın en az 3 yılda sistemini tam olarak kurarak randıman almaya başlayacağını belirten Şankaya sistemin sürekliliğini sağlamak için 10 yıl boyunca teşvik verilmesinin bu bölgelerdeki yapılanmanın doğru bir şekilde olması ve devamlılığı için son derece önemli olduğunu söyledi.

24 Temmuz 1908'de, gazetecilerin onurlu direnişi sonucu kalkan sansürün, ne yazık ki yaşadığımız çağa ayak uydurarak açıkça devam ettiğini vurgulayan gazeteci büyüğümüz Nuri Kolaylı, yazılı açıklamasında şu görüşlere yer verdi:
“Günümüzde medyada yaşanan uygulamalara baktığımızda, sansürün kalkmadığı görülmektedir. Düşüncelerini yazdıkları, röportaj yaptıkları gerekçesiyle meslektaşlarımız yargılanmakta, gazeteciler kesin kanıtlara dayanılmadan gözaltına alınmakta, medyaya ve basın mensuplarına yönelik baskılar ve saldırılar sürmektedir.
Çalışanların sendikasızlaştırıldığı, iş ve can güvenliklerinin olmadığı, TCK'da yer alan maddelerle basına çok ağır cezaların getirildiği bir ortamda ne basın özgürlüğünden, ne de sansürün kalktığından söz edilebilir.
Oysa hızla gelişen dünyamızda basın özgürlüğü, iletişim özgürlüğünü de kapsayarak ulusal boyuttan, evrensel boyuta taşınmıştır. Basın özgürlüğü artık, bir iletişim hakkıdır. Basın özgürlüğü basınla ilgili kurumların ve kuruluşların özgürlük alanı olmasının ötesinde, bireysel hak ve özgürlük alanı haline gelmiştir. Bilgi edinme ve bilgilenme hak ve özgürlüklerini kapsamaktadır. Bu nedenle, düşünce ve ifade özgürlüğünün önündeki engeller mutlaka kaldırılmalıdır. Bugün demokrasimizin sınırları genişletilmiş çağdaş anlamda bir haber alma ve bilgi edinme özgürlüğüne ihtiyacı vardır.
Özetlemeye çalıştığım gerçekler doğrultusunda 24 Temmuz'u Basın Bayramı olarak değil, geçtiğimiz yıllarda da vurguladığımız gibi dayanışma günü olarak görüyoruz.
